Create Windows 10 installation media

I kinldy request you to please try to  look into the matter, i am unbale to understand it. my work is pending for the last few weeks, i am using someone elsi PC.   I am from India ( ALIGARH).

Step 1Blank DVD/USB 8gb for the usb.

 

Step 2 Find a working PC with W10 or Linux.

 

Step 3 Download .iso and extract onto DVD or USB.

 

Step 4 Use to install.

 the desktop already uploaded with old version of bios,  that need to be removed first. i am trying but its not working. my system is already on table without working... help me. any Indian person who can communicate with me
