Dell Optiplex 3080 Regulatory model: D15S
On the old PC I user allso the windows 10 and with the VGA-cabling it was OK.
All drivers are updated according to MS and Dell.
The Dell computer has HDMI connecter only.
I have allso tryed the 1280-by-1024 setting.
The PC and monitor starts with no error message but the resolution is poor.
On your recommandation I have looked at the HP/troubleshooting;- but not found any solution.

Yes, if the monitor was designed for "Full-HD", then sending any other resolution to the monitor will show a poorer image., as you have observed.
If some monitor has 3840 horizontal pixels, and the computer is sending 1920 pixels, the monitor would light-up 2 pixels for each received pixel.
If some monitor has 3840 horizontal pixels, and the computer is sending 1280 pixels, the monitor would light-up 3 pixels for each received pixel.
This would result is a clear screen.
But, if your computer is sending 1280 pixels, and your monitor has 1920 pixels, the monitor cannot do a "1-to-2" replication or a "1-to-3" replication. So, the displayed image will be of lesser quality, as you have noticed.
But, at the current setting of the monitor, do you now see the full window on your monitor, or is part of the window still "outside" the physical screen?
Experiment: if you set the monitor to some other "higher" resolution, and restart your computer, do you still get that "overflow" ?

SOLVED::
I have not been able to find the NVIDIA Control Panel!
BUT on HELPDESKGEEK i FOUND:
"How to Fix Windows 10 Display Size and Resolution Issues"
For Nvidia users, it’s called the Nvidia Control Panel.
For AMD users, it’s called AMD Radeon Software.
For Intel graphics users, it’s called Intel Graphics Command Center.
In the search line "Intel Graphics Command Center" (enter)
allmost the same procedure as i NVIDIA and resize to 59% VOILA VOILA

I thought to myself that I never regulated this by the OSD, the monitor..
I had just given Nvidia as a reference, because that's what I currently have
