Hi:
You didn't mention what model notebook you have, but this is what I did on my HP 15-ee047nr notebook with the AMD Vega graphics adapter.
I used the driver from AMD, let it reset my notebook's graphics adapter and it installed the latest driver and Radeon software, and it works fine now.
AMD Drivers and Support for Radeon, Radeon Pro, FirePro, APU, CPU, Ryzen, desktops, laptops
Download and install the Auto Detect utility and it will guide you through the steps to install the latest graphics adapter.

Did you try the latest integrated graphics driver from HP?
27.20.22012.1
https://ftp.hp.com/pub/softpaq/sp135501-136000/sp135643.exe
What I did on my notebook, was I uninstalled all of the AMD software in the control panel, restarted the PC and then used that automated AMD tool to reset my graphics, and it installed all 3 of the AMD software programs including the Radeon software.
They work fine.
I had the same problem you had.
Windows update did an automatic AMD graphics driver update, and it prevented the Radeon software from opening afterward.
Gave the same message you got...AMD Radeon Software not compatible with current driver.
