Adobe Lightroom Classic tells me my Intel HD Graphics video driver needs an update to 27.20.100.8476. HP website and Windows device manager don't offer this driver. Can I use the manual install at Adobe to update my driver?

yes in general this will not be a problem, and you have practically no choice, if hp does not offer a newer one, so follow the instructions effectively

Thanks for your persistence. I get a different error message from the installer program. Rather than not validated, the exe aborts with message on adequate hardware. Does the workaround in the video still apply?

You should not use the .exe installer, but follow the workaround indication for the update
But I seem to have seen that this device was no longer in support, so no longer up to date, this may not change your problem.
in this case it may be necessary to consider installing a graphics card
