HP ENVEY h8 series model #h8-1414pc

Can't restart pc /can't clear away vertical pixel bars.

Replaced old monitor, with new one no change.

Have try restarting,  restoring, no changes

Hard to see between lines to fix

I am basic pc 101 literate at solving computor issues. Growing frustrated please help...

This sounds like a hardware related issue as you've mentioned the issue persists with an alternate monitor.
