Okay,I uninstall the PS and make the restore and after disable the touch screen. So now maybe it's good. But how do I know, what was the problem?
I try to install a newest PS and wait what happening in the next few days...

I read your quick response. Let us isolate the issue further.
Don't install PS for now. Not for a couple of weeks. Let Windows 10 updates run.
CHeck if the bubbles come back. Wait for 2 to 3 weeks. if the bubbles don't come back, THen the issue is with the PS software and not Windows 10 updates.
Later when you install the PS software and the bubbles return then we can safely point fingers at the PS software which will be the culprit here.
You will need to contact PS support in this regard for further support.
Take care and have a blessed week ahead.

I am experiencing the same problem. I can't log in, I can't go to safe mode and I can't even enter clean boot state. Any help is very much appreciated.
Issue is: the login screen shows white ghostly bubbles that flash on the screen . Due to these flashing bubbles, we are unable to enter a pin or password.
I have an HP Pavilion all in one 27" about three years old
