I have a all in one pc, I wonder that can it be used as a monitor.?

More specifically when i searched on google regarding "can all in one pc be used as a monitor" , so I came to this article from getsmartstuff. This article cleared me more about that. 

 

Can anybody guide me regarding that in detail
