I want to connect an older desktop computer with a
VGA monitor output to my HP laptop HDMI input.
I need to know the proper steps and configuration to view my desktop PC on my HP laptop. Please help!

Welcome to the forum
The HDMI port on the left side is for connecting to another device IE: TV and is an output, not an input.
So in other words, the laptop display can not be used to view the desktop output.

To my knowledge, there is no way to use any of the ports on the HP Spectre x360 16 inch 2-in-1 Laptop PC 16-f0000 (39H22AV) as an input to use the screen for another PC device. The output of the desktop could possibly cast to the laptop. That would/could be a possible solution. I personally have only tried to cast to a TV, so I cannot answer that, but I would think you would need a monitor on the desktop to see what is actually going on, first.
