I tried all of the suggested actions including some that are very invasive. IT'S A TOUCHSCREEN ISSUE. 

 

Go to Device Manager

Select Human Interface Devices

Select HID Compliant Touch Screen

Go to Actions  and select Disable device

 

So glad the circles and mouse issues are gone. It's no longer a touch screen but I can live with that.

 

Not sure why HP couldn't figure this out and help alleviate the frustration for all of us.

Nothing of those solutions will works it is a hardware problem and a lot of people have the same issue, I also removed windows completely and install kali linux, parrot os and the issue still there.  Is anyway I can put the desktop apart and remove the touchscreen forever?,  disconnect that from the motherboard? I want a final solution, tired to disable that from human interface, problem came back every time I reset the computer.

I agree that it is a hardware problem. This happened with my previous HP laptop as well and has never happened w/ my other touch screen devices by other manufacturers. It's a flaw specific to Hewlett Packard devices. Specifically, their touch screens go bad in about a year or so.

An FYI for anyone with this issue . While going in to Device Manager/Human Interface Devices then disabling HID-Complaint Touch Screen stops the issue it also disables the touch screen. For those who don't use a pen or stylus a better option is to look under Human Interface Devices for either something referencing Stylus or Pen. On my 13" laptop it was HID-Compliant Pen. Since I don't use one I disabled that. Touch Screen still works and the issue has gone away
