I've noticed that the specs on the 27VC do say 50-76hz vertical. I'm at 1920x1080 at 60 hz now, however the driver does not allow anything faster than 60 hz for settings. Will the 27VC do 1920x1080 at 75 hz? If so, how to set it to 75hz?

I understand that you would like to set the vertical viewing Scanning frequency to 75Hz.
To change the default value for the Refresh Frequency setting of a guest PC, follow these steps:
Note The following steps only apply to guest operating systems that support DirectX 5 and later. Windows NT only supports versions up to DirectX 3.
- Click Start, click Run, type dxdiag in the Open box, and then click OK.
- On the More Help tab, click Override.
- Set the value to 75 Hz or higher, depending on the monitor. To do this, follow these steps:
- Click Start, point to Settings and then click Control Panel.
- Double-click Display.
- In the Display Properties box, click the Settings tab, and then click Advanced.
- In the Default Monitor Properties box, click the Monitor tab.
- On the Refresh Frequency menu, click 75 Hz (or higher, depending on your monitor), and then click OK.
- When you receive a prompt to apply the new settings, click OK, and then click Yes.
- Click OK.

First, you did not answer the key question: Will the HP 27VC display 1920x1080 at 75 hz. My experience has been that the refresh rate of the monitor would depend on the resolution because it can only handle a certain data rate. You work for HP, you should have access to this information.
Second, the link you gave was changing the refresh rate on a virtual machine within Windows, which is not appropriate to this situation since I never mentioned I was working in a virtual machine.

I understand your concerns.
Your monitor support 1920 x 1080 @ 60 Hz.
It will not 75 (for best resolution) and framerate.
The certain resolution, hp recommends using a frame rate, for 1080 its 60hz.
