wrong forum, your system is a CONSUMER PC not workstation or business which is this forum
you have a HP Pavilion p6330(F) desktop PC most likely
although this line came in several different sub models like the (BR) and (TW)
the default video configuration was the integrated intel via the CPU
your system requires a LEGACY based video card (non UEFI)
i'm not currently aware of any current new video cards still supporting legacy only systems so that leaves older used video cards selling on places like ebay

This is the rare 6330 with the asus spax motherboard and the SIS chipset , the last american made HP lines with the first asus boards . I am pretty good at figuring out old hardware but this one throws me. Does the onboard bios video memory have to match any slotted video card of 4mb shared memory ? , and does it only take ISA video cards ? there is no selector in bios or on board.

you will need a socket interoposer cpu board to run Later cpu's

The SiS 5598 chipset, a successor to the SiS 5571
you can use either a ISA or PCI video card,
installing a add in video card
should auto disable any onboard video
note that not all boards support the same cpu's!!!

The board is the full size ATX Spax. There are no video settings in the bios chip. One video disable pin on board. The video comes up blank if I try to add a video card. Would a weak power supply cause this issue ?

no, your issue is not power related
if (and that's a stretch) you can get the boards manual
you may determine that this board does not auto disable it's
internal onboard video and requires a manual setting to do
so via a jumper
is there a reason you need this 20+ year old system operational?
if it's just a hobby then have at it, it's your time.. otherwise i recommend
a newer system that still has parts /documentation more readily available
