Trying to hook up new HP27b.  Desc top only has VGA so I am using VGA to Diplayportm and monitor does not detect it

I believe the problem to be the VGA to Displayport.  VGA is analogue while Displayport is digital.

No adapter that I looked at for this is powered, so I assume the one you have is also not powered.  That is the problem.  Most likely you would have better luck with a USB power device and use the HDMI input on the monitor. 

Here is an example of the USB to HDMI adapter that will work:

https://www.amazon.com/Plugable-Graphics-Multiple-2048x1152-1920x1080/dp/B00A2E1MQA/ref=sr_1_10?dchi...

I have found that adapter to give good performance and multiple monitor choices.

You most likely can find a different powered adapter if you do not like that one.
