Having issue with HP Pavilion 31.5 all in one - setting up dual monitor - I know monitor works.  Has NVIDIA GeForce RTX 3050 graphics card.

probably won't change the problem, but here it mentions another graphics card

you have just 1 entry or not?
are you using the correct cable? tested all inputs, if there are ?
in the windows settings, it will not appear?
