hi, so I don’t know what to do and how to change my computer settings to 1600 x 900 60H7 from H= 75.5 kHz, V = 60Hz. I really need some help or some simple instructions.

Boot into safe mode and set the resolution to a smaller value
I assume you have windows and an hp system.

If not hp system then

Once in safe mode select 1024x768 or whatever is natural default of monitor . MacOS and Ubuntu have equivalent of safe mode.
