I know it's a dead thread but I'm going to put in my two cents because honestly I've been struggling with this stupid thing for hours, trying to get it up and running with a cheap card for an arcade machine.

Long and short I'm trying to get it to run with period correct hardware a GTX 460. I have a suspicion that might explain the problem but no way to accurately test it so if anyone else comes upon this thread looking for a reason as to why this wretched thing won't just post here's my best guess.

I think the issue is related to power, I heavily suspect the board isn't pushing the PCIe standard 75w through the slot (likely 35-45). This would explain why function is sporadic even with "supported" GPUs, even if the GPU itself is one the HP rep says is officially supported you may still not get proper function with a non OEM card as it may try to draw power from the slot first and find it isn't present or draw from connectors that aren't the ones they intended certain amounts of power to flow through (while the voltages will be standard the amperage supported by a given contact may not be). This would mean it's not a BIOS issue or any kind of software really but a physical hardware problem (I have made modern cards work on boards of this era RX 5XX and GTX 10XX series and had relatively little issue), and whether or not your GPU will work even if it should be supported is a roll of the dice.

If I happen to be correct it's an instance of shaving what probably amounts to a couple pennies per board at most, but it's definitely the kind of thing large manufacturers (like HP, ESPECIALLY HP) do with their consumer desktops. If you already have this board I hope you got it from a scrap heap like I did rather than buying it from some kind of used market, may god help you.
