My Hp omen x 25 monitor. Can I make the resolution of 1600x900 naive. Or how do I achieve the lowest input lag for a resolution of 1600x900

You basically can't do either of these.
Every monitor supports multiple resolutions but has only one for which its performance is optimum -- that is called the "native resolution" and to change that, you would have to change the internal hardware of the monitor, which you can not do.
I don't now what you mean by "lag" as monitors have refresh rates, but those only govern how frequently the screen refreshes, not how long it takes to display something. Once again, this is a hardware function and not something you can change.
