I’m fairly certain it’s a monitor issue, because I’ve tried my computer on different devices and it works along with other devices not working on the monitor. I’ve used multiple hdmi cords too.

According to this manual, your monitor has a power lockout feature
Hold the power on button for 10 second to disable it
see page 8 for details.
If the OSD cannot be brought up then check warranty
This monitor is a 1080p and used equivalents can be obtained at salvation army for $15 so probably not worth paying someone to fix
You can disassemble and look for problems. Some DIY'ers have reported success using a hair dryer to heat the printed circuit board
