I tried new ram, cleared cmos with battery and jumpers, but when I hit the power button the fans spin up and then back down, which tells me the bios initiates, but no video

your computer, does not have an original video card

what you indicate, could be a motherboard problem, not just video
see if it helps, but generally not much to do

Hello, this is me on a different account because I forgot the password but anyway, I threw a working graphics card into the machine and it still didnt boot. I checked for the blinking lights after POST, but never saw blinking lights. Does this sound like a cpu or motherboard issue, and if its a motherboard issue, where can I find a motherboard that works with the Core i5 2320 out of the box

It's hard to tell if it's the motherboard or not!
to replace it, you will certainly need the same model
The pc is not recent, I don't know if you can find one
If it is on occasion, risk that it does not work
You have to see the pros and cons, make up your mind, it might be time to buy something else
