So for about 2 weeks or so the Touch Screen for my HP Pavillion All-in-One - 24-b021 (touch) has not been working at all. I've tried VARIOUS ways of trying to fix it but nothing has worked. Google, HP support forums, Virtual Agent, Microsoft.. nothing has solved my problem. I've also been into my "device manager" many times with no "HID-compliant touch screen" drive in sight. It was completely gone and i had never messed with it before. My computer finally needed and update this morning of 11/14/2018 and once my computer restarted my touch screen function was suddenly back after 2 weeks and working well. The touch screen drive was also back in my device manager. After about 10-15 minutes it suddenly stopped working so i restarted my computer and of course it was not working anymore. I then went into my device manager to find the drive and it was gone once again UNTIL I went to the options above, selected "view" then clicked "show hidden devices". My drive showed up but it was grey. I read in one of the forums if you uninstall and drive and restart it will come back. I did this and now the drive is completely gone from my computer and has not come back. PLEASE ASSIST!this morning after the touch screen stopped working again and also before I uninstalled to see if it would come back reinstalled after restarting computer
currently how it looks after uninstalling the drive and it has not returned

I have reviewed your post and I understand, there is an issue with the touchscreen. Don't worry I'm here to help.
Please try these steps to update the computer -
Step 1 Run Windows Updates troubleshooter from this link.
Step 2 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 3 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
If the issue still persists, try creating a new user account and check for the touch functionality -
1) Tap the Windows icon.
2) Select Settings.
3) Tap Accounts.
4) Select Family & other users.
5) Tap "Add someone else to this PC."
6) Select "I don't have this person's sign-in information."
7) Select "Add a user without a Microsoft account."
8) Enter a username, type the account's password twice, enter a clue and select Next.
9) Tap the Windows icon.
10) Select the User icon at the upper left corner of the Start menu.
11) Select the new user. You'll then sign into your account with your password from step 8.

Okay so I've went down the list that you gave me. Steps 1 and 2 did nothing at all. For step 3, I actually did have quite a few updates that appeared but none of those did anything for my touchscreen. I just finshed step 4 which also did not do any different with the new account. Where do I go from here in hopes of getting my touch feature working again?

I keep writing this:
Your touchscreen - hardware - is on its way out I'm afraid - as far as I'm concerned these are the typical symptoms before it stops working completely.
Choices you have:
* If in warranty - get HP to repair it (I bet it will fail later again though)
* If out of warranty - get it disabled in Device Manager (it may revert to enabled on its own upon restart)

Oh wow that is crazy! Honestly never knew that there was a such thing as the touch feature just completely giving out. I've only had this for almost 2 years, yet an ASUS laptop ive had for maybe almost 5 years now still has a working touch feature. Strange and disappointing honestly. Thank you for that bit of information though, greatly appreciated!

Since @asmita6658 is not the office, I will take this forward.
The Windows troubleshooting tool could be the quick and easy fix to any problem with your touchscreen.
Do a system search for troubleshooting and select the relevant result. In the new window, click View all from the left-hand menu. From the list that appears, click Hardware and Devices.
Click Next and run the wizard through. The tool will automatically detect issues and then repair them. If this does not work, follow the steps below to check if this is a hardware issue.
Use the HP PC Hardware Diagnostics UEFI tests to detect problems with the touchscreen hardware.

Connect the AC adapter to the computer.
-
Press the Power button for at least five seconds to turn off the computer.

Turn on the computer and immediately press Esc repeatedly, about once every second. When the Startup menu appears, press F2.

When the HP PC Hardware Diagnostics screen displays, click Component Tests.
- Click Touch Screen.
-
There are two interactive touchscreen hardware tests. Click Touch Pointer Test first.
-
Read the on-screen instructions, and then click Run once.
-
Touch each of the blocks on the screen to erase them. The test ends after you erase all the blocks or after three minutes have passed, and the results display.

Click the Main menu to return to the main screen.
-
Click Component Tests, and then click Touch Screen.
-
Click Drag And Drop Test.
-
Read the on-screen instructions, and then click Run once.
-
Drag each orange rectangle to the box indicated by the arrows with a finger or a stylus. The test ends after you reposition all the blocks or after three minutes, and the results display.
Let me know the results of this test.
