The manual page 3-5 identify ports but state quote
Refer to the illustration that most closely matches your computer
So possibly some different versions of that laptop exist
You may have a USB-C and also an HDMI port and both should work if they are there as illustrated in that user manual
If you use a USB-C to HDMI adapter to get to the Dell you may have a quality issue with the HDMI cable.
If the Dell states "no signal present" then check the laptop device manager and look for an unrecognized PNP monitor in addition to the other monitor

Thank you for the link. I've checked the manual and I've checked the drivers.
The manual image of the left side looks identical to mine and it says it can display a monitor. When I checked the Device Manager it was only recognizing two monitors (Both named "Generic PNP"), the one connected to the laptop, and the first external monitor that is functional. The cable functions properly as does the second external monitor but it seems like the laptop isn't recognizing the port an a Video Out.

something does not seem right. Your system should identify the monitor and display more accurately. Generic PNP should not show up for the touch display nor the Dell.
Unplug the non-working monitor cables from the side of the laptop and see if one of the Generic PNP disappears.
Are you running BIOS version F40 July 15, 2022? It is good for both windows 10 and 11.
what cable and adapters are you using? In particular what goes from the "thunderbolt" port to the Dell?>
The USB port that supports video will show a thunderbolt
Make sure to use the thunderbolt port.
Check the Dell to ensure it is autoswitching to the correct input

Starting from the top;
The two "Generic PNP" that show up under Monitors are the touch screen display and the first external monitor. Nothing appears or disappears when plug in or unplug the second external monitor.
I haven't upated my bios because every walkthrough I've found requires me to be able to open the BIOS menu before startup but this laptop goes from off to lock screen is less than a quarter second so I can't get to the BIOS menu before startup.
The cable I'm using to connect the HP Laptop's "Thunderbolt" port to the Dell Monitor is a USB Type-C cable that came with the monitor.
As for the Monitor's preferred input, the default is set to USB Type-C.
