Ok.  My issue is.  Whenever I play videos on YouTube or other sites, the video is choppy and stalls sometimes.  And then this White circle arrow shows up and the videos works great.  This is the monitor I am using.  HP - 25f 25" IPS LED FHD FreeSync Monitor - Natural Silver. Is there a setting somewhere where I can go and fix this so it doesn't do it?

It has to wait to fill out the buffer and this also depends on you internet speed, resolution ... too. Many youtube videos now use many different file formats and resolutions for example

 

            youtube.png

 

Therefore with higher resolution your machine has to wait for more time. In your case, that is normal. Higher wifi connection speed will help.
