HP Z27n
Microsoft Windows 11

I have already tried using 2 different USB type-B to type-A connectors for my HP Z27n but the data connection doesn't seem to work. I tried plugging my mouse and keyboard but my PC does not detect it. But I tried plugging in my phone and it charges. What should I do?

You may have too many hubs or it is not configured correctly

You have a USB-C to USB-C cable that came with the monitor.  That cable needs to connect from your PC into the Z27n

That cable provides USB signal in addition to Video.  If you do not have a USB -C port on your PC then you might try an adapter from USB-A to USB-C such as the following

https://www.amazon.com/Satechi-Type-Type-C-Adapter-Converter/dp/B07KCL8WZK?th=1

You would plug this into one of your USB-3 ports and then use that USB-C cable.  You would get the USB signal and the video would come in via DP or HDMI.

There might be additional problems.  Some systems when you want to get into the BIOS required a USB keyboard plugged directly into the back of the desktop

Anyway, wathouit the USB-C connection all you can do is charge a USB device
