As such, there are articles and how-to instructions in abundance.
Use your favorite browser and search.

Start (Menu) > All Apps
Search or Scroll down - Find, Press and Hold the HP Smart app
Drag the app to the Desktop and Release

Start (Menu) > All Apps
Search or Scroll down – Right-Click on the HP Smart app > Pin to Taskbar
