hp 24 fw monitor no power

hi guys!

my monitor is not giving me power and im not sure what to do the light on the back is not lighting up

ive changed all cables and still it is not working !

I cannot tell if it has an external power-supply, or just a power-cord.

If the former, do you have a friend with a "multimeter", who can measure the Voltage and Amperage being produced by the external power-supply"?

If the latter, can you replace the power-cord?
