Mini-display to HDMI adapter is needed as discussed here and you need a good cable.
My Surface Pro 4 has mini-display and it will not connect using 3 different cables and adapters and I was told to get an active HDMI cable. However, it did "see:" the monitor but the monitor did not see the SP4.
Make sure the Mac Air is plugged in so it has enough power to send a good signal to the monitor.

@GOTHBUNNI -- is this the manual for your monitor: User Guide (hp.com)
It states that your monitor has two video-inputs, either VGA or HDMI.
On the monitor, you have to select which source is to be the "active" source.
Since you have HDMI output from your computer, tell the monitor to "listen" to the HDMI input port.
