Hey guys, trying to diagnose a computer I got from a customer. They said they were able to get to the HP Screen on boot. Their HDD was not good, so now just trying to boot windows 10 or linux with a new drive, but get nothing. If I chose the Function keys on the monitor I get "No Signal Coming from Computer". No HP Screen or anything will come up. I assume there is somthing wrong with the MB, but don't really know for sure as I've never had this issue yet. To nice of a Tower to send to the recycle center but...
1. Tried this on DVI and VGA on a know good monitor.
2. Reseated all connectors and RAM in computer.
3. One of the USB 3.0 Ports were damaged in the front panel, so I dissconnected that just in case.
4. Don't see anything burnt out on the MB.
5. Tried monitor on Auto Detect and set it for the cable I was using at the time.
6. Hard Reset.
7. Removed CMOS and put back in, no success either.

I think I'm giving up guys, I see a few of what I think are capcitors? with some Tan stuff coming out of the tops! The tops don't look buldged and I'm not familiar with these things, is this a problem?

Don't worry I'll try to help you out.
Are you able to boot into BIOS or F2 system diagnostics page from the PC?
Have you tried checking with a different video cable?
It sounds like an issue with the system board, please try few steps recommended below and check if it helps.
Try checking with a different monitor or different video cable and check if it helps.
If you are able to see the display on another PC. It is an issue with the PC you are connecting try the steps recommended below.
If your computer makes one or two short beeps and Windows opens after you press the power button, this indicates a successful BIOS startup.
If your computer does not start normally, a more serious hardware issue is likely occurring. Listen for beeps and check the lights.
Many startup errors and other problems can be resolved by a hard reset, which decreases the amount of power stored in hardware components.

Shut down the computer, then disconnect the power cord from the rear of the computer.

Press and hold down the power button for at least 10 seconds, then release it. The power light indicator might turn on briefly then go out.

Reconnect the power cord, then turn on the computer to confirm if the issue is resolved.
If the issue still persists after trying out the steps. It is a hardware issue with the PC.

I'm not sure if it an issue with the capacitors. It could be an issue with the connectors too.
So I recommend you to contact phone support and get the service options for the PC.
