One method using Windows Start...
Taskbar Actions / Options / Shortcut Icons
Go to Windows Start pane
If, when you try to move to the Start menu, it disappears,
Try again, Click Start and slide your mouse along inside the taskbar and then straight up into the Start menu
Careful to stay inside the menu, switch to All Apps
Search or drag your mouse down the list (stay inside the menu boundary)
Find the app you want > Right Click select option or click (as available) More and select option "Open file location"
Important
If the app can be opened / set as a Desktop shortcut, then "Open File Location" must be one of the selections.
Open file location - Repeat if necessary to get to the actual location of the program executable.
At that location, Right-Click on the program executable (.exe) file and look for "Create Shortcut" or "Send to Desktop"
Reminder
NOT all apps / software are eligible to be made into Desktop shortcuts.
General Example - Windows Start > All Apps > scroll list > Right-Click and check for options
