i can't get to my system bios to disable the on board video adapter. is i possible to uninstall it in device manager in order to install a newer video card?

Welcome back to the forum.
I am not a HP employee.
HP auto disables the onboard video when you install a discrete graphics card.
But you should uninstall Windows Intel graphics in either Device Manager or Programs and Features when using a AMD or Nvidia add-in graphics card.
BTW, you have a factory installed 220 watt PSU. You may need a better power supply if you are upgrading to a discrete graphics card.
