Use same laptop to to create bootable USB using Hp cloud recovery. Use mobile USB tethering to connect to Ethernet, follow these exact steps in order..
Set Up Tethering on Phone
Turn on your mobile data, Connect your phone to the laptop with a USB cable (phone end in, laptop USB port). On phone: Settings > Network & Internet > Hotspot & Tethering > Turn ON "USB tethering." Allow any pop-ups. Your laptop screen will show a new "Ethernet" connection in the taskbar network icon.
Now, Use HP Cloud recovery tool to create bootable USB for your model as you have Ethernet connection now
