Factory Reset requires "use setup cartridges" no longer have the cartridges

HELP - Spent over 10 hours trying every possible solution. A factory restore was necessary or suggested by hpinstantink representative and now the printer is requiring me to insert the original setup cartridges. WHY DOES HP require you to use cartridges that you recycled???

I have tried everything suggestion listed on forums, and internet searches. Does anyone have a solution that will allow me to complete the factory restore with

We would have to perform an OOBE reset on the printer to bypass the error

• The reset instructions are specific for your printer and performing those steps on a different printer may corrupt the device.
