Receiving error message when I try to use my Sprint mobile hot spot using Bluetooth without wifi

error is “We can’t set up mobile hotspot because your PC doesn’t have an ethernet Wi-Fi or cellular data connection”

 How do I fix this ? 

I don’t even see where it allows me to switch from off to on or change my Internet connection to Bluetooth instead of Wi-Fi

No, using Bluetooth you can't access to internet, you can ONLY access to your phone to transfer files ... but NOT internet. You have to use wifi hotspot from your phone to be able to access to internet.
