I'll be glad to help you out, however, for an accurate solution I will need more details:
As I understand you would like to know if you install a VPN on your Desktop will this interfere with your Instant ink program.
In order to be able to use the Instant Ink Service it is recommended you to connect the printer to the home Wifi network. If Your printer is not connected to the Internet, then the Instant Ink-activated Cartridges will be disabled and You will not be able to use them to print;
