My new all in one does not have a cd drive. Can I purchase an external one? I have a couple of programs on cds that I really need to use.  Thanks...Anne

Yes.  An external DVD/CD drive running on USB will work fine.  Just keep in mind that Windows 10 might need some software helping, depending on just what you want to do with the new drive.  Windows 10 does not have a DVD player built in but you can get a free one easily.
