Dear S. Bauman:  Just got off the phone with Microsoft Windows.  They fixed the brightness problem for me.  I am going to paste how how to do it.

   Thanks for the information.  I just got off the phone with Microsoft and he found out the problem.  The problem was that the driver was updating to 8.1.  He rolled the driver back to 8.0 and now it works fine and I can adjust the brightness using the scale on the right hand corner.  He said to right click on left corner and go to Device Manager.  Then go to Display Adadpters, then to AMD Radeon HD8470D. Then click on Driver.  It has an update Driver.  He then clicked on Roll Back Driver and now all is well.  I can change the brightness.  We tried turning off the computer to be sure, but it came on and everything is fine and I can regulate brightness.  So, all good and we will see if it works out.  Thank you!

1.) Right click on the windows icon on the bottom left hand corner.  A menu pops up.

2.) Click on Device Manager, then double click on
Display Adapters and AMD Radeon HD8470D pops up.  Double click on that.  An AMD Properties box pops up.  Click on Driver.  Go down to Update driver and click on that.  It may lessen brightness for the moment, so then go to Roll Back Driver and click it and that is all you need to do.  Then go to setting in right hand corner, and you should be able to use the slide to change the brightness.
It worked for me.  I even turned off the computer, then turned it back on and the slide still works and
changes the brightness.  Good luck.

I am using a Gateway all in one desktop.  I had tried everything, but reverting back to a previous install was the solution.

Thanks so much.  Headache is going away now.

For all you people out there that are having brightness controll issues here is the fix.  After tying all night with HP I looked on the web and found out that it is something as simple as a registry edit.  I had windows 7 and did a fresh install of windows 8 and ofcourse HP told me that they did not support it "BS".  anyway you have to edit or import these values into your registry and it will work.  my laptop is a customized HP ENVY 15T-3200 NOTEBOOK.

Windows Registry Editor Version 5.00

[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet00X\Control\Class\{4d36e968-e325-11ce-bfc1-08002be10318}\0000]
"FeatureTestControl"=dword:0000f940

[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet00X\Control\Class\{4d36e968-e325-11ce-bfc1-08002be10318}\0000]
"FeatureTestControl"=dword:0000f940

[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\intelkmd]
"FeatureTestControl"=dword:0000f940

HP I wish you would get off your ass and do some work.  Simple fix and no one from HP looks at this.  I am in IT and all the calls made would have been solved.  DON'T put drivers and software on your website if your not willing to support it when there is a problem.  Gracias

Sorry about that people just been frustrated.  PS:  I don't see how to attach the file but you can put it into notepad and change the extention.

Thanks for the reply.  I also found that rolling back to the previous driver works, but every time i turn on the machine i have to do that process all over again.  I have three listings for my device, and i always have to switch to the oldest one (before the 8.1 update).  i wish I could go back to 8.0!!!  it also screwed up some of my games, they 'hesitate' a lot.
