It won't let me access any diagnostics. As soon as it's turned on, a blue screen with the HP logo appears and no matter what button I press while turning on, it stays at this screen. I have tried ESC, F2, F8, F12 and a few others, nothing seems to allow it to proceed.

Try to restore your BIOS using this document.
Are you getting any output power to your mouse and keyboard?

They both appear to be getting power. I even tried a different usb mouse and keyboard with no luck. Thanks for the bios document. I am leaning more towards this being the issue. I will read through and report back. Thanks for your help so far.

By chance did you try the BIOS recovery using the flash drive? It was in the document I sent on recovering the BIOS.

Okay my recommendation would be to have a technician have a look at your computer, we have pretty much exhausted all steps available to us on the forum.
