Here is what worked for me using windows 8.1:
I went to C:/Program files(x86)/Hewlett-Packard/HP Sopport Framework/
I then locaterd the HPSF application, and did a right-click on it then selected run-as-administrator.
The application ran like a champ!
After I successfully ran it, I right-clicked on HPSF, selected properties, and changed the permissions
Hope it works for the rest of you too!!

Is there a solution available to this problem? There are lots of posts and claims for solutions but nothing seems to fix the problem. I have succeded in unistalling the old version with the Microsoft fix it program ( now updated to work with Windows 8.1) but I now cannot install the SP for HPSA it stops part way through.
