For those using Win 10 HP
Try this:
Open up the NotePad app.
Copy the text below and paste it to the notepad:
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE \ SOFTWARE \ Synaptics \ SynTP \ Install]
"DeleteUserSettingsOnUpgrade" = dword: 00000000
Save it, change the text file type/extenston from "txt" to "reg"
Name the actual file to whatever you want.
Exit and open it once more, authorize the prompts that may show up.
Restart the cpu and make changes to the mouse that may still delay it, like mouse delay.
You SHOULD be good by now. The origional person who posted this is Germ6n from answers.microsoft
