AMD did not respond at all, so I contacted Nvidia.

After some exchange of information and running a test, they concluded that there was a problem with the graphics card. They advised me to contact PNY which is the manufacturer of the card.

Success at last.

Using a program from PNY to check the Graphics card, it was concluded that the hardware was OK.

So it was most probably the Device Manager and/or the Operating System, who were unable to detect the graphics card properly and to read its hardware ids.

After the re-installation of Windows Vista and selecting the PCI-e display adapter in the Bios setup, everything went smoothly.
The card was recognized, the driver was installed and everything is working as it should.

Sorry to inform you that reinstalling Vista did not solve the problem after all.

The graphics card worked fine up until the moment I installed Vista Service pack 1.

After that the problem with the PCI Express root port code 35 started and the drivers were unable to detect the graphics card.
