Okay, I'm fine with that but I want to reuse the processor. It's HP i7 gen 2, I was wondering if it would work with PCIE 3.0 ?

You have to find a motherboard that accepts the CPU. PCIe version 3.0 is part of the feature set of a motherboard.

That is generally the way it works.

 

Start with the CPU of your choice and then find a motherboard that has the same socket type and accepts the particular CPU. Choose a mobo that has the feature set that you want. Once you have decided on a candidate mobo, you have to look at the user manual for it. The manufacturer will have a list of memory modules that work with it.  I usually choose a  ASUS R.O.G. board or a GigaByte board.
