When did this start happening?
Did your PC run smooth with the HP factory operating system (Windows 8.0)? Did it run okay after upgrading to Windows 8.1?
I suggest you go back to a previous operating system.
Your PC has hardware limitations which can cause this.
I am sorry but there is no quick fix. There are ways to limit memory, and running process usage, and clean accumulated junk but your PC's hardware is in the lower percentile.
Windows 10, is a process hog. I have observed this on a PC having better specs than your PC. I am not happy with the path Microsoft has taken.

has "AMD Fusion E2-1800 (Zacate) Dual Core processor soldered down on the motherboard", running each core at 1.7 GHz, and has 4GB of RAM, and has a (fast) 7200 RPM 500GB disk-drive.
So, while the processor is not the fastest, it should not be "slow".
Measure, measure, measure.
Use the "Performance" tab on the Windows "Task Manager" to view the RAM usage and the CPU percentage-busy value.
At the bottom of that tab, click "Process Monitor", and click on its "Performance" tab, to view much more detail about your system, including which processes that are running, which processes are consuming the most CPU, and which processes are doing the most disk-drive Input/Output.
Your computer is at least 5 years old. Perhaps, the disk-drive is starting to have "problems", causing it to be slow to respond.
Turn your computer off.
Turn your computer on, and follow the on-screen instructions to run the HP hardware diagnostics, to check the "health" of the disk-drive.
What anti-virus software are you running? Some products can be "resource-intensive" on their own, and cause the whole computer to appear to be slow. Have you recently updated your anti-virus software, and then run a "full" virus-scan?
