Your motherboard has a jumper to clear BIOS password. Bottom of the page here shows it:

I have no clue if, after 5 years, you can help, but I'd love to know how to reset the windows password. My sister wants to give her old laptop to her son. Except she can't remember the windows password. The laptop is a compaq Presario C700 running Vista.

You could do a System Recovery to restore the laptop back to Factory setup. See the section "Starting recovery from the hard drive & the computer is off". (This does format the hdd and remove any added files,photos,etc.)
