Operating System: Microsoft Windows 10 (64-bit)
How do I reduce the maximized screen size just a little to make it possible to move the screen up or down. As soon as I try to do this by clicking on the top of the screen it will minimize.

1. Hold down the "ALT" key.
2. Press and release the "space-bar".
3. Release the "ALT" key.
4. Type the "R" key.
This "restores" the window to a smaller size.
Then, you can further "move" or "resize" the window.
