As I Understand the HP Pavilion 23 is Stuck at the loading screen,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
What is the product number of your product? Use this link to find it: http://support.hp.com/us-en/document/c03754824
Is this the windows loading or the HP Logo screen?
Which OS are you using with the computer?
While you respond to that, here's a few things you can do:
Please attempt the below steps:
you could attempt to access the safe mode: click here for details.
The only other steps to resolve the issue would be to:
Remove and reseat the memory modules
Please ensure a backup of your data is done prior to performing recovery on the PC,

Ok so I know where my product number is
And it is just showing the hp logo and staying there not with the spinning balls
And it all started with the secure boot error but I fixed that it doesn't show that now
I'll be back with the product number soon
