I have set up my neighbors machine, which came without any sort of user manual.  In particular how does one use the disc drive ?  Is a user manual / operating instruction available anywhere ?

The user manual the link directed me to appears to concentrate on Windows 8 and makes no mention of, for example. how to use the cd drive.
