After you power-on the computer, repeatedly press the 'F8' key, until you get a "system repair" menu.
One option should be to use "System Restore" to time-warp your computer to an earlier date, i.e., before the problem occurred.

Thank you. Hp support by phone and email was very helpful. Final resolution. . You must reinstall the factory
Software pkg stored on the HD. E-MAIL, PRINT DRIVERS, AND VIRUS SOFTWARE MUST BE COMPLETED
AFTER THE ORIGINAL SOFTWARE HAS BEEN INSTALLED . THIS PROCESS REQUIRES ABOUT ONE HOUR .
MY HP CMPTR IS NOW FULLY OPERATIONAL. THANKS AGAIN FOR YOUR ASSISTANCE .. DEL SPOKANE..

Compare to: you must trade-in your automobile when the gas-tank gets empty.
Yes, that works, but the "less-drastic" remedy is to refuel.
Similarly, there probably was some other "less-drastic" method to repair your copy of Windows.
Did you manage to make a backup of your documents/pictures/E-mail before reinstalling Windows?
Or, did your files "survive" the re-install of Windows?
