PC was off overnight. Turned on this morning, blank screen, no boot, cpu and power supply fan will start running at high speed after about 60 seconds. No beeps or flashing of power LED. Substituted know good power supply, same result. Removed RAM, no bios beeps from this.

Hello
Try boot without CPU.
If issue persists, no beeps, you will need to replace system board.
If unit gives beeps (3) without CPU, you will need to replace system board and test CPU on other unit.
Computing is not an exact science :), the most evident is that is only the system board but if you test the CPU you will be 100 % sure.
