installed a new Nvidia Quadro 620 and my computer will not boot. I read your posts and tried the ideas you posted online and I could not get it resolved. My IT guy thinks I have a DOA graphics card

If the Nvidia Quadro card is a UEFI version,  then that is why it won't boot.

Your PC requires PCIe x 16 video cards to have legacy BIOS support.

What is the brand name and model name of the video card?

It would help if I had more details than that. Can you supply the complete model number?  There should be a sticker on the card or even on the box it was delivered in.

I am surprised your IT guy did not plug in another card to verify that your desktop PC is working properly. That is what I would do.
