Hard drive went bad, replaced it with ssd. Wanted to install Linux Mint but can't change to legacy in the bios and uefi won't recognize Linux. Has there been a bios update to fix this? If not then what about the 8.1 operating system with no windows sticker to install a legal windows distro? How does one do a repair install?

Allow me to welcome you to the HP forums!
This is NOT a problem with the BIOS; instead, this is a problem with Linux Mint.

HP only warranties their PCs for usage with the OS that comes preinstalled. IF you replace that or add a different OS, then you assume full responsibility for maintaining that other OS -- as HP then provides no assistance on that.
Win10 PCs nearly all use UEFI and that poses special problems for installing Linux distros: http://ubuntuforums.org/showthread.php?t=2147295
Your best bet for Linux support, since HP does not provide Linux drivers, is to contact the support forum for the Linux distro you are trying to install -- in this case, the Linux Mint Forums: http://forums.linuxmint.com/index.php?sid=e1d864fe510e562a3fca15f38c93b95a
