I aquired a HP touchsmart 310-1125y pc from estate sale and I need to reset the password to operate the computer. The family could not provide a password. I tried to reset the password and the computer prompted me to create a password recovery disc. I do not understand what to do. This computer has a windows 7 (32) bit o.s. any help would be appreciated. Thanks.

Best thing to do is return it to Factory setup- as in fresh out of box. Immediately after powering on start tapping the F11 key at top of keyboard. This should boot into Recovery where you can do a System Recovery.

Once you have the machine back to factory setup and booted into Windows I highly recommend to look into creating the Recovery Media for it:

If the previous owner has already made Recovery Media you will not be allowed to make another.
