HP Touchsmart 310-1126 won't  power up.   When I hit the power on button it flashes three times but nothing happens.   So far I have replaced the power supply and motherboard,  same thing.   I  have a new CPU on order but was thinking that even if CPU is bad,  should not the fan still be working?    When I hit the power on button,   the green light at the power plug in goes a little dim and the fan tries to move but only for about a quarter turn.    Hopping someone out there can shed some light on this.

As I understand the computer is not turning on your HP Touchsmart computer. I'll try my best to help you with this,

 

To provide you with an accurate solution, I'll need a few more details.

 

When you try to turn it on, do you hear the fan running? Or do you get any beeping noises/blinking lights? 

Have you made any software or hardware changes made on the PC?

Was there any update/reset interrupted recently?

 

In the meantime, let's try these steps here:
